RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.

Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.

Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.

According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards require RTOs to perform two types of validation.

The first assessment validation type verifies that your RTO's assessments adhere to the training package requirements within your scope.

The next type of validation confirms assessments are carried out following the principles of assessment and rules of evidence.

Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.

Exploring the Two Types of Assessment Validation

As noted earlier and in our earlier blogs, validation is divided into two stages: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, sometimes called pre-assessment validation, focuses on ensuring all unit requirements are met, in line with the first part of the clause, ensuring complete workbook compliance.

Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

This article will focus on assessment tool validation.

How to Properly Conduct Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

When Assessment Tool Validation Should Be Done

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

Therefore, any time you obtain new learning resources, assessment tool validation should be completed before students use them.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

Nevertheless, this isn't the only occasion for this type of validation. Conduct assessment tool validation when you:

- resources are updated by you
- add new training products on scope
- you review your course against training product updates
- your learning resources get identified as a risk during your risk assessment

The Australian Skills Quality Authority's risk-based approach to regulation means RTOs must conduct regular risk assessments. Complaints from students about learning resources signal the need for assessment tool validation.

What Training Products Should Be Validated?

Keep in mind, this validation ensures that all learning resources comply before use. All RTOs must validate resources for each unit.

What You Need for Assessment Tool Validation

Learning Resources

Since you are conducting assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.

Learner/student workbook – assess its appropriateness as an assessment tool. Confirm clear instructions and adequate answer fields. This is a common problem.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item are provided. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Panel of Validators

Clause 1.11 outlines the requirements for validation panel members, noting that validation can be done by one or more people. Typically, RTOs require all trainers and assessors to attend and may invite industry experts.

As a whole, your validation panel must have:

Relevant vocational competencies and industry skills for the unit being validated

Up-to-date knowledge and skills in vocational teaching and learning

Either one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its equivalent

Validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists with the validation process and documentation. It makes it easier to view how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

ASQA does not specify a recommended or required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools in their entirety to ensure they meet the principles of assessment.

Though these templates simplify validation, they can lead to judgment errors due to limited space for comments on each assessment item.

Principles of Assessment
Fairness – Does the assessment ensure equal opportunity and access for everyone?

Flexibility – Are various options provided in the assessment to demonstrate competence based on different needs and preferences?

Validity – Does the assessment measure what it is supposed to measure? Is it a valid tool for evaluating the required skill or knowledge?

Reliability – Will the assessment yield the same results every time, no matter who conducts the training? Will different assessors make the same decision on skill competence?

Key Rules of Evidence

Validity – Does the evidence prove that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to ensure the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?

Even though these are often covered in VET professional development and nationally recognised training, many tools still struggle with these requirements.

To avoid employing learning resources that leave unit requirements unmet, be sure to follow these guidelines:

Live Up to Your Words

Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

changing diapers

bottle preparation, feeding babies from bottles, and cleaning equipment

prepare solids and feed infants

respond properly to baby signs and cues

prepare babies for sleep and settle them

monitor and encourage suitable physical exploration and gross motor skills for the age

Having website students describe changing nappies for babies under 12 months doesn’t directly fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.

All or Not Competent

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What information might be included in a work package?

Possible answers may include:

Essential resources

Associated costs

Time required for activities

Allocated duties and responsibilities

If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those requiring multiple answers simultaneously. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the work area and choose the most effective hazard control hierarchy.

Possible answers could include, but are not limited to:

Weather conditions – isolating the work area, engineering controls, PPE

Work area and ground conditions – elimination, isolation, engineering

People – isolation, engineering controls, administration

Structural hazards – substitution, isolation, engineering controls

Chemical hazards – isolation, engineering, administration

Equipment or machinery – isolating, use of engineering controls, administrative controls

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.
